2005 Rules
ORGANIZERS
Zen
Five Productions, LLC and their authorized agents and representatives will
organize the Open Track Challenge (OTC). All
the participating parties (competitors, officials, and organizers) agree to
apply as well as observe the rules governing the OTC.
GENERAL CONDITIONS
1)
This Competition Guide comes into effect on 20 November 2003 and replaces all
previous OTC Competition Guides.
2)
The OTC is governed by the “Competition Guide".
3)
Each team will appoint a “Team Captain”.
It is the Team Captain’s responsibility to ensure that all persons
concerned by his/her entry observe all the requirements of the Competition
Guide. Team Captains are the only
team members required to be at any Driver’s Meetings or administrative
functions.
4)
The presentation of a car for participation and technical inspection will be
deemed an implicit statement of conformity.
5) A brief Driver’s Meeting will be held
before the track goes hot.
Run group assignments and schedule will be distributed at this time.
6)
Each run group will have between three and five 20-30 minute run sessions
scheduled throughout the day in which they have open access to the track.
Run-group size and duration may vary due to varying lengths of tracks and
the size of the field.
7)
While on track, your car will be outfitted with timing transponders that will
register all the lap times for that day to your car. At the end of the
day, we will take your 3 fastest lap times and add them together. This
will be compiled to a single time and scored for the day against the
competition.
8)
Run groups will be let out on track immediately after the last car of the
previous group enters the cold pit area.
9)
Assigned track time will be used at the discretion of the competitors.
10)
As soon as you have recorded 3 laps that you are happy with, you are free to
leave for the next venue.
11)
Please consult with Timing & Scoring after every track session and
especially before leaving the site to make sure all transponder entries were
logged and accounted for correctly. All scoring results and decisions are
binding once you leave the site.
TOURING CHALLENGE GUIDELINES
Touring Division provides for competition
in street-driven cars on street tires.
12) The OTC Events are reserved for homologated (minimum of 25 chassis) production
vehicles intended for highway usage.
13)
Entered vehicles will run on DOT-approved tires with a minimum 2/32 of an inch
tread depth and a UTQG treadwear rating of 140 or higher.
14)
Small utility tire trailers towed behind the entered vehicle are allowed.
15)
Touring teams are afforded support vehicles and support crews that may follow
the team throughout the event. The
Team’s entry fee does not cover these extra personnel’s admission to the
tracks or other special events. Please
advise the organizers before the event starts if we need to plan on the extra
personnel attending.
16)
Touring Division entries are not allowed to be towed and must be driven between
all scheduled timed OTC events.
17)
Touring Division entries found to be in breach of the above rules will receive a
DNS (Did Not Start) and zero points for each day they are found to be in
violation.
34)
Drivers must carry a valid driver's license and insurance for use on all
highways in the continental United States.
UNLIMITED DIVISION GUIDELINES
Unlimited
Division provides for competition on race tires and the ability to trailer
competition vehicles.
18)
Vehicles entered in the Unlimited Division may be trailered from venue-to-venue.
19)
Tire choice is unrestricted. DOT-R and slicks allowed.
20)
Unlimited teams are afforded support vehicles and support crews that may follow
the team throughout the event. The
Team’s entry fee does not cover these extra personnel’s admission to the
tracks or other special events. Please
advise the organizers before the event starts if we need to plan on the extra
personnel attending.
CHAMPIONSHIP
SCORING
Competitors
will be accumulating points for the Overall and Class Championships.
21)
Overall Championship points will be tabulated by a field-multiple system.
For each event, first place is awarded points equal to 5 times the number
of official entrants. Each succeeding position is awarded 5 points less
than the previous.
(Example 21a):
Assuming 100 entrants, first place for a particular event would be
awarded 500 points with each position following that earning five (5) points
less than the one preceding it (495, 490, 485, 480...0).
22)
Class Championship points will also be awarded using the Formula One points
assignment:
1st:
10pts
2nd: 8pts
3rd: 6pts
4th: 4pts
5th: 3pts
6th: 2pts
7th: 1pt
23)
If the original entered vehicle is no longer available for use, the team will
not be eligible to finish the week in another vehicle.
25)
Contact with another car in the Touring Challenge and Unlimited Challenge time
trial grousp due to over-aggressive driving is an automatic DNF and subject to removal from the
remainder of the event.
26)
If a Time Trial is stopped due to weather or track activity before all Teams
have been allotted at least one track session, that day’s results will be
nullified and not counted towards the Championship results.
27)
If two or more constructors or drivers finish the Tour with the same number of
points in Class or Overall scoring, the higher place in the Challenge (in either case) shall be awarded to:
a)
The holder of the greatest number of first places,
b)
If the number of first places is the same, the holder of the greatest number of
second places,
c)
If the number of second places is the same, the holder of the greatest number of
third places...
.... and so on until a winner emerges.
ENTRY REQUIREMENTS
28)
The 2005 entry fee. All figures are in U.S. Dollars ($) and non-refundable:
Touring Challenge & Unlimited Challenge: $1400
31)
Entry fee covers two track drivers registered to the entered vehicle. Additional drivers may be added
for $100 each.
32)
Fee payment satisfies all requirements for team entry, the ability to earn
awards, and participation in the awards banquets applicable to OTC 2005.
33)
All entrants must be active National Auto Sport Association (N.A.S.A.) members
at the time of the event’s start. Membership
cards must be available for presentation at all times.
Membership fees can be paid online at www.nasaproracing.com
35)
All competitors must submit a curriculum vitae or driving resume to be reviewed
and approved by the OTC Organizers. We
would like to see a couple of track events completed and safe track driving
history before our event.
36)
Members of the support crew for the teams entered in the Unlimited Division are
not considered entrants in the event nor do the organizers or sponsors of the
event maintain any liability for their actions.
TECHNICAL
INSPECTION & SAFETY
37)
Competitors must conduct themselves in a safe manner while operating vehicles or
other conveyances at the track facilities and will be held responsible for the
actions of their guests or crewmembers.
38)
Nitrous oxide is forbidden.
38) Touring Challenge and Unlimited Challenge
competitors will be allowed to
“self-tech” inspect their vehicles for event use prior to attending OTC.
OTC Grand Prix racecars will be teched by the OTC staff before the first
race. Items to be inspected can be found on the OTC website or in the OTC
Handbook.
39) Vehicles and teams will be subject to
random technical inspections throughout OTC.
Event Organizers will be walking the pits to confirm vehicles are in
accordance with technical, safety, and class regulations.
40) All seat belts or Driver/Occupant
Restraint Systems and other safety systems must be in excellent condition.
Both OEM systems and aftermarket restraint systems will be allowed as
long as they have been approved by recognized safety bodies such as SFI, FIA, or
the DOT and have not been outdated by their manufacturer.
The Organizers reserve the right to disqualify any system that they feel
is not safely installed or does not meet relevant safety standards.
41)
Roll bars shall be mandatory on all soft-top vehicles and shall be acceptable on
all closed-roof vehicles provided the installation is both safe and does not
interfere with the operation of the vehicle. The Organizers may make exemptions
from this rule if the vehicle manufacturer has incorporated sufficient rollover
protection.
42)
A 2.5lb or larger fire extinguisher must be securely mounted in the entered
vehicle and be up to operable standards. On-board
fire systems are not required, but are highly recommended.
When the vehicle is in competition, it must meet all safety standards as
published at the www.nasaproracing.com
website for HPDE vehicles.
43)
During time trial competition, a Snell-approved helmet meeting SA 1995 standards
or later will be required and all drivers and passengers must wear long-sleeved
cotton shirts and pants at a minimum. The Organizers highly suggest the use of
Nomex driving suits, neck restraint devices, gloves, and any other additional
safety garments and accessories.
44)
Passengers will be allowed in the cars during competition as long as they meet
the same safety requirements as the driver, sign waivers of liability, and are
allowed per track policy.
EVENT
GUIDELINES
45)
Vehicles will carry all event sponsors' decals in accordance with the Organizers
published display methods and will not display advertising from sponsors that
either conflict with the event sponsors or are otherwise objectionable.
These decals will
be provided and included in the entry fee along with instructions on where they
should be placed.
46)
All competitors must obey all relevant traffic safety laws while on public
highways and streets during the event. If credible evidence exists that you have
violated these laws and placed others at risk as a result of this violation, you
will be disqualified and unable to continue further participation in the event.
47)
Specific rules for on-track competition
will be supplied to official entrants via driver's bulletins and the web site.
The Organizers reserve the right to change or modify these rules as they
see fit and the Organizers also reserve the right to eject any competitor from
the event for non-compliance with safety or other rules.
48)
Competitors shall not use the names, trademarks, or other promotional material
owned by the Organizers or Sponsors without express written permission.
49)
All disputes or questions regarding rules and competition shall be brought to
the attention of the Event Chairman. Once heard, all opinions and
decisions of the Event Chairman are binding.
NUMBER
ASSIGNMENTS AND COMPETITION RESERVATIONS
50)
Numbers will be assigned when all requirements have been satisfied by the
entrants, (read: sign up and pay as soon as possible in order to protect your
lucky number!)
TROPHIES
& AWARDS
52)
Trophies will be awarded to the top three finishers in each class.
53)
Other awards presented on behalf of the Organizers and/or Sponsors will also be
available to participants. These

competition” acknowledgements.
